Sir Edward Grey to Sir J. Jordan.
Foreign Office, August 11, 1909. IN speaking to the Japanese Ambassador on the 4th instant 1 took occasion to say that in our interview at Cowes M. Isvolsky had expressed satisfaction with the relations of Russia and Japan, and confidence in Japan's peaceful intentions. I had explained the difficulty of Russian participation in loans for the Hankow-Canton and Hankow-Szechuan Railways, but otherwise Far Eastern affairs had not been mentioned. I also explained how satisfactorily the Anglo-Russian agreement had worked with regard to Persia.
